Comment period under way, public meeting scheduled for HUD ESG amendment

NOTICE OF 30-DAY PUBLIC COMMENT PERIOD AND
NOTICE OF CITY COUNCIL PUBLIC HEARING

SUBSTANTIAL AMENDMENT TO THE CITY OF TROY’S 2011 ANNUAL ACTION PLAN
PROPOSED PROJECT FUNDING EMERGENCY SOLUTIONS GRANT (ESG)

Notice is hereby given that the City of Troy, New York proposes a substantial amendment to its 2011 Annual Action Plan. The U.S. Department of Housing and Urban Development has made substantial changes to the federally funded homeless Emergency Shelter Grant Program, as amended Emergency Solutions Grant (ESG). The new ESG Rule will promote greater collaboration between ESG recipients and continuums of Care in planning, funding, implementing and evaluating homeless assistance and homeless prevention programs. In order for the city to secure $50,995.00 of funding under the new ESG program the city must make a substantial amendment to its 2011 Annual Action Plan based on the new ESG Rule. The city will also need to include this amended information in its 2012 Annual Action Plan application to HUD. These changes need to be completed and submitted to U.S. Department of HUD along with the new 2012 Annual Action Plan funding application no later than May 15, 2012.

A statutory 30-day public comment period will begin on Monday, April 16, 2012 and ends on Tuesday, May 15, 2012. All residents, property owners, and other stakeholders of the City of Troy are encouraged to submit written comments or questions regarding the ESG substantial amendment to the Department of Housing & Community Development located at City Hall, 1776 6th Avenue, Troy, NY 12180. 

In addition, a special public hearing by the Troy City Council will be held at the Christ Church United Methodist, 35 State Street, Troy on Thursday May 3, 2012 at 6:30 PM. Troy stakeholder and city residents are encouraged to comment on the proposed substantial amendment. Final approval of the substantial amendment is scheduled for Thursday, May 3, 2012 at 7:00PM.

A copy of the substantial amendment and proposed budget are available for public review weekdays between the hours of 8:30 AM to 4:30 PM at the offices of the Department of Housing and Community Development in Troy City Hall.  The Amended Annual Plan with ESG revisions and other documents are available at http://www.troyny.gov/Departments/HousingCommDev/consolidatedplan.aspx

The 2011 substantial amendment Emergency Solution Grant, second round allocation proposes the following ESG agency funding:

• Unity House…………….. $6,794.00
• Roarke Center…………… $5,043.00
• Joseph’s House…………... $18,918.00
• YWCA…………………... $11,061.00
• TAUMS Furniture……….. $6,679.00
• CARES……………………$2,500.00

All Troy residents and taxpayers, as well as neighborhood organizations, businesses, and other stakeholders in Troy are invited to review this spending plan and to comment on it in writing, until 4:30 PM on Tuesday April 15, 2012. After receipt of public comments from the May 3, 2012 public hearing and during the 30-day review period the City Council will conduct a final hearing on the substantial amendment funding at its regular meeting at 7:00 PM on Thursday, May 3, 2012. Thereafter, the City of Troy will submit its formal application for funding to HUD by May 15, 2012.
