Harbour Point Gardens Update: Code Enforcement Finds 24 Additional Apartments Fit for Occupancy

TROY, N.Y. — After inspection by Troy’s Bureau of Code Enforcement this morning, the City of Troy announced that 24 additional units at the Harbour Point Gardens Apartments have now been deemed to be safe, fit, and reasonably in compliance with the minimum standards for occupancy as outlined in the 2020 NYS Property Maintenance Code. All but five apartments originally evacuated by the City of Troy nearly three months ago have been brought to minimum Code standards by the property owners.


Specifically, the following units were found to be safe, fit, and reasonably in compliance with the minimum standards for occupancy as outlined in the 2020 NYS Property Maintenance Code:

  • 138D, 

  • 140C, 

  • 140D, 

  • 142C, 

  • 142D, 

  • 146A, 

  • 146B, 

  • 146C, 

  • 146D, 

  • 148A, 

  • 148B, 

  • 148C, 

  • 148D, 

  • 150A, 

  • 150B, 

  • 150C, 

  • 150D, 

  • 152B, 

  • 152C, 

  • 186D, and 

  • 188C. 


If you were living in one of these apartments and your landlord has not reached out to you already, the City of Troy encourages you to reach out to your landlord to ask about next steps. 


“While this process should not have taken nearly three months to complete, I am heartened to announce that nearly all of the families who were evacuated from the Harbour Point Gardens Apartments in June now have the opportunity to return home,” said Deputy Mayor Chris Nolin. “More work remains, but I commend the work of our Bureau of Code Enforcement, who have worked diligently under challenging circumstances to bring these homes up to Code, pursue this case in Code Court and ultimately, improve living conditions for our neighbors in Troy.”

Tenants were evacuated from their apartments on June 22, 2023 after the failure of Harbour Point Gardens and Lexington Properties to address dangerous bowing brick veneers on several buildings, which posed imminent risk of undue harm to residents and visitors. Since then, the City has worked to facilitate and encourage the rehabilitation of the affected units so that families may return home.
