Mayor Mantello Announces Agreement with Troy Downtown BID, Preserving Operations, Strengthening Partnership, and Supporting Key Community Events

Strong Backing from Council Majority Ensures Continuation of BID Services

 

(TROY, NY) - Mayor Carmella R. Mantello today announced that the City of Troy and the Troy Downtown Business Improvement District (BID) have reached a comprehensive agreement that ensures the BID will remain fully operational heading into the new fiscal year and does not compromise the 2026 tax cap, with an approximate 7.7% assessment increase. The agreement follows a series of productive meetings focused on establishing a sustainable budget plan - one that strengthens the BID, maintains the City’s tax cap, and reinforces the longstanding partnership between the City and downtown business leaders.

 

The proposal, which includes a modest increase to the BID’s assessment, will be acted upon tonight at the Troy City Council meeting alongside Mayor Mantello’s proposed 2026 City Budget. If approved, the assessment will provide the financial stability needed to maintain the BID’s daily operations and continued support for Troy’s small businesses, entrepreneurs, and downtown events.

 

This agreement not only secures the future of cherished annual traditions such as Troy Pig Out, Chowder fest, and Pride Night Out, but also strengthens the BID’s collaboration with the City’s growing quality-of-life initiatives. Under Mayor Mantello’s leadership, the City’s Quality-of-Life Action Crews - working in close coordination with the BID - have enhanced downtown cleanliness and safety. Additionally, the new Troy Police Walking Beat Program, launched earlier this year, has further increased visibility, engagement, and public safety throughout the downtown district.

 

Mayor Mantello highlighted the importance of the Downtown BID partnership:

“I’m incredibly proud that the city and the BID have once again come together to secure a solution that protects our small businesses, preserves our beloved downtown events, and strengthens our shared commitment to a thriving, safe, and welcoming Troy,” said Mayor Mantello. “This agreement reflects the strong partnership between the city and the BID - from our Quality-of-Life Action Crews to the new Walking Beat Program - and ensures we continue moving forward together. I thank the BID leadership and the City Council majority for their collaboration and dedication to doing what’s best for our community.”

 

Olivia Clemente, Executive Director of the Troy Downtown BID, emphasized the value of the partnership:

“This increase reflects not only a productive partnership between the Business Improvement District and the City of Troy, but a community that fought to ensure the BID’s future,” said Olivia Clemente, Executive Director of the Troy Downtown BID. “We are grateful for the leadership and continued dialogue with the Mayor and the City Council that helped achieve this lifeline for the BID. Their commitment ensures we can continue operating, promoting our downtown, and providing the events and services our businesses and residents rely on. This increase is an important first step for Downtown Troy, and we will continue working collaboratively with City leadership to secure the resources needed to keep our district vibrant, safe, and thriving for the entrepreneurs who make our community so special.”

 

Councilman Tom Casey, Majority Leader of the Troy City Council, issued the following statement on behalf of the Council majority:

“Tonight’s vote is an important step in preserving the BID’s vital work and strengthening Troy’s economic future,” said Councilman Tom Casey. “The Council majority is proud to support an agreement that keeps the BID operational, maintains critical partnerships, and builds on the progress happening downtown. We commend Mayor Mantello and the BID leadership for their diligence and collaboration.”

 

The BID assessment proposal will be considered at tonight’s City Council meeting as part of the review and adoption process for Mayor Mantello’s 2026 Budget.
