HOME-ARP Program
What Is HOME-ARP?
The HOME-American Rescue Plan (HOME-ARP) Program is a federally funded housing assistance program administered by the U.S. Department of Housing and Urban Development (HUD). Created under the American Rescue Plan Act, the program was designed to address urgent housing needs by reducing homelessness and improving housing stability for vulnerable populations.
Through the HOME-ARP Program, Congress appropriated $5 billion to support housing and supportive services for individuals and families who are experiencing homelessness, at risk of homelessness, or otherwise part of vulnerable populations. Funds are administered through the HOME program and must primarily benefit these qualifying households.
HOME-ARP funding may be used for the following activities:
- Affordable housing development
- Tenant-based rental assistance (TBRA)
- Supportive services
- Acquisition and development of non-congregate shelter units for individuals and families experiencing or at risk of homelessness

How HOME-ARP Applies in Troy, NY
In Troy, HOME-ARP funds are administered through a Regional HOME Consortium that includes the City of Troy, the City of Schenectady, and the Town of Colonie.
- The consortium has received approximately $3.83 million to support eligible housing and homelessness-related activities.
- CARES of NY, Inc. is assisting the participating jurisdictions with planning and implementation of the HOME-ARP allocation.
