CDBG Programs
The Department of Housing and Urban Development (HUD), provides annual CDBG grants to states, cities, and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities. The City of Troy utilizes these funds to implement the following programs:
Infrastructure Improvement Program
CDBG funding is utilized to plan and implement targeted infrastructure improvements which help to improve the Quality of Life (QoL) in various neighborhoods within the City of Troy.
Improvements include:
- Street Improvements / Paving
- Sidewalks & Curbing
- Street Lighting
- Catch Basin Improvements
- Handicap Access Improvements
- Street Trees
Parks & Recreation Improvements
These projects consist of improvements at various park locations to improve safety conditions, access, and expand recreational opportunities for City residents.
Improvements include:
- Playground Equipment
- Outdoor Fitness Equipment
- Sidewalks
- Fencing
- Park Benches / Grill / Trash Cans

The City of Troy helps to administer and / or partners with several local agencies who may provide grants or loans, along with additional services that can help you with buying, selling, maintaining and / or fixing up a home. Listed below are a few resources that could be helpful for City of Troy residents.
Homebuyer Incentive Program
This program, now administered by Troy Rehabilitation and Improvement Program (TRIP), helps to promote homeownership in Troy for low-income homebuyers. Eligible applicants must have an annual household income at the time of application under 80% of the median. Contact TRIP to learn about the Homebuyer Orientation & Homebuyer Education workshops, along with the Pre-Purchase Program and First Time Homebuyer Grants.
